State guide
Arkansas
Arkansas adopted the three-class e-bike system in 2017 through Act 956, codified in the Electric Bicycle Act. State law clearly covers classes, Class 3 age and helmet rules, and access to bicycle and multi-use paths; Arkansas State Parks separately restrict Class 2 and Class 3 use on many park trails.

- Three-class system
- Yes. Arkansas adopted the three-class e-bike system in Act 956 of 2017, approved April 7, 2017, creating Ark. Code §§ 27-51-1701 through 27-51-1706.
- Minimum age
- State law sets a Class 3 minimum operator age of 16; riders under 16 may only be passengers on a Class 3 bike designed to carry passengers. No class-specific minimum age was found for Class 1 or Class 2.
- Helmet rule
- State law requires a helmet meeting 16 C.F.R. part 1203 for any operator or passenger under 21 on a Class 3 e-bike. No separate statewide e-bike helmet rule was found for Class 1 or Class 2.
- Where e-bikes may ride
- State law specifically addresses bicycle and multi-use paths, not sidewalks: Class 1 and 2 may use bicycle or multi-use paths where bicycles are permitted unless the local authority prohibits them; Class 3 may use those paths only when adjacent to a highway or roadway or when the local authority permits; Arkansas State Parks separately prohibit Class 2 and Class 3 use on many park trails.
- License or registration
- No. An e-bike is not a motor vehicle, and the rider is not subject to insurance, licensing, registration, operator-license, or certificate-of-title provisions in Title 27.
- Law
- Ark. Code §§ 27-51-1701 to 27-51-1706; Act 956 of 2017; 22 CAR § 50-122.

What to do next
- Read Act 956 first, then check the city or trail owner rules for any local path restrictions.
- If you ride a Class 3 e-bike, confirm the rider is at least 16 and that every rider under 21 has a compliant helmet.
- For state park riding, check the Arkansas State Parks rule before you go because park trail rules are narrower than general state law.
