Louisiana

Louisiana adopted a three-class electric-assisted bicycle law in 2020 and placed the operating rules in R.S. 32:204. State law treats an electric-assisted bicycle as a bicycle for rights and duties, but local governments and state agencies can still restrict trail access and some cities keep separate sidewalk or downtown bicycle rules.

Three-class system
Yes. Louisiana adopted the three-class system in 2020 by Acts 2020, No. 152; see La. R.S. 32:1 and 32:204.
Minimum age
State law sets a minimum age only for Class 3: no person under 12 may operate a Class 3 e-bike, but a child under 12 may ride as a passenger on a Class 3 e-bike designed for passengers. La. R.S. 32:204(G).
Helmet rule
Louisiana requires an approved bicycle helmet for all operators and passengers of Class 3 electric-assisted bicycles. La. R.S. 32:204(H).
Where e-bikes may ride
E-bikes may be ridden where bicycles are allowed, including streets, bike lanes, shared-use trails, bicycle paths, and trails; local municipal authorities, local parish authorities, and state agencies with jurisdiction may restrict trails, and Class 3 may be prohibited on shared-use trails or bicycle paths. I did not find a statewide Louisiana statute specifically authorizing ordinary bicycle or e-bike riding on sidewalks, so sidewalk use is local/unclear. La. R.S. 32:204(F).
License or registration
I found no Louisiana statute requiring registration, a driver's license, or insurance for electric-assisted bicycles; Louisiana excludes them from "motor vehicle" in La. R.S. 32:1.
